The equation of a circle has two forms; general form and standard form.  This question gave the equation in the general form \({x^2} + {y^2} - 4x + 6y - 12 = 0\) . In order to find the centre of circle and the radius of circle, you need to convert to  standard form \({\left( {x - 2} \right)^2} + {(y + 3)^2} = {5^2}\) using the completing the square method.
